The first problem was no fan. I tracked it down to a blown fuse on the transform. They were 4x14mm a old size and expensive. I replaced the fuse holder with a 5x20mm holder and then used inexpensive 5x20mm fuses. Good thing there were four in a pack as I blew two of them troubleshooting the short. You can see the bead of solder in 2/3 that failed.
